You can play it free up to a certain level, i believe. I'm unsure if it still has that sub or not, but they did change something regarding it. Only major issue with it is that it is a competative mmo, and had a sub. Yes, there is a leveling system, so it may not be what you're looking for. most notably character attributes that modify things and allow you to use better modules based those attributes that you gain from leveling by killing enemies. It's the same gameplay layout, though they have some different mechanics. I'd recommend looking into a game called Star Sonata.
